尊敬的各位領(lǐng)導(dǎo)、各位來賓:

Respected leaders and guests:

國信辦、信息產(chǎn)業(yè)部、發(fā)改委、商務(wù)部、國家信息化專家咨詢委員會共同主辦的“2007中國信息化推進(jìn)大會”今天開幕了，這是中國信息界的一次盛會，將對推進(jìn)我國信息化事業(yè)的健康、快速、持續(xù)發(fā)展起到積極促進(jìn)作用，我代表商務(wù)部對本次大會的召開表示熱烈的祝賀！

Info China 2007 co-sponsored by the Informatization Office of the State Council, Ministry of Information Industry, National Development and Reform Commission, Ministry of Commerce and Advisory Committee for State Informatization is officially inaugurated today.As a flagship event of China’s information industry, the conference will surely boost e-commerce development in China in a healthy, fast and lasting way.On behalf of the Ministry of Commerce, I would like to express my sincere congratulations on the opening of the conference.今天，我就“加快電子商務(wù)發(fā)展，促進(jìn)現(xiàn)代服務(wù)業(yè)成長”談一談自己的看法。

Today, I would like to speak briefly on “accelerating E-commerce for the development of modern services”.一、現(xiàn)代服務(wù)業(yè)在國民經(jīng)濟中突顯重要地位

I.Important role of modern services in China’s national economy

十六大以來，黨中央提出了科學(xué)發(fā)展觀，要求全面協(xié)調(diào)可持續(xù)發(fā)展。發(fā)展現(xiàn)代服務(wù)業(yè)，正是適應(yīng)對外開放新形勢、實現(xiàn)全面協(xié)調(diào)可持續(xù)發(fā)展的有效途徑。

At the 16th CPC Party Congress, the central government brought forward the scientific outlook on development and called for comprehensive, harmonious and sustainable development.Developing modern services is precisely an effective means to this end in line with the new situation of opening-up.國務(wù)院于今年3月19日印發(fā)了《國務(wù)院關(guān)于加快發(fā)展服務(wù)業(yè)的若干意見》，明確指出服務(wù)是國民經(jīng)濟的重要組成部分；提出了服務(wù)業(yè)發(fā)展的具體目標(biāo)，到2010年，服務(wù)業(yè)增加值占國內(nèi)生產(chǎn)總值的比重比2005年提高3%，服務(wù)業(yè)從業(yè)人員占全社會從業(yè)人員的比重比2005年提高4%，服務(wù)貿(mào)易總額達(dá)到4000億美元。

On March 19, 2007, the State Council issued the Opinions of the State Council on Accelerating the Development of the Services Sector, which set forth the specific goals for services development and clearly indicated that the services sector was an important component of China’s economy.By the year 2010, the share of added value generated by services in total GDP will have increased by 3% than that of the year 2005, its share in the total job creation will have risen by 4% over that of 2005, and total services trade volume will have amounted to 400 bn USD.二、電子商務(wù)的廣泛應(yīng)用促進(jìn)了現(xiàn)代服務(wù)業(yè)成長

II.Modern services driven by the broad applications of E-commerce.現(xiàn)代服務(wù)業(yè)是指信息和知識相對密集的服務(wù)業(yè)，它依托現(xiàn)代化的新技術(shù)和新的服務(wù)方式，向社會提供高附加值、高層次的生產(chǎn)服務(wù)和生活服務(wù)。電子商務(wù)作為信息技術(shù)在經(jīng)濟活動中的一個典型應(yīng)用，越來越成為現(xiàn)代服務(wù)業(yè)成長的一個不可或缺的重要環(huán)節(jié)。

Modern services represent a relatively information and knowledge-intensive sector, based on modern technology and creative services models.The sector provides high value-added and high-end production and life services.As a typical IT application in economic activities, E-commerce has increasingly become an essential link of modern services.（一）電子商務(wù)提高了服務(wù)業(yè)的服務(wù)能力

(I)E-commerce enhances the competitiveness of the services sector.電子商務(wù)促進(jìn)了服務(wù)企業(yè)的營銷范圍擴大，促進(jìn)了企業(yè)的客戶關(guān)系管理。生產(chǎn)性服務(wù)業(yè)利用電子商務(wù)可以向生產(chǎn)者提供更加全面服務(wù)，使其能在生產(chǎn)前更深入地了解市場供求狀況，經(jīng)過充分的信息交換，從而降低企業(yè)生產(chǎn)成本，提高生產(chǎn)效率。

E-commerce enlarges the scope of marketing activities for service companies, and contributes to customer relations management.E-commerce enables the productive service sector to deliver broader services to producers, helping them to gain a better understanding of the supply and demand in the market, and to reduce production costs and to increase productivity through full information exchange.（二）電子商務(wù)提高了服務(wù)業(yè)的服務(wù)效率

(II)E-commerce improves service efficiency.電子商務(wù)的應(yīng)用可以大大節(jié)約交易成本，為客戶提供更好的服務(wù)，從整體上提高運營效率。特別是在金融、物流、旅游、咨詢等傳統(tǒng)服務(wù)業(yè)領(lǐng)域，電子商務(wù)的應(yīng)用具有先天優(yōu)勢。

The application of E-commerce can greatly reduce transaction costs;provide better services for customers, and improve overall operating efficiency.The application of E-commerce has inherent advantages, particularly in traditional service areas such as finance, logistics, tourism and

consultation.（三）電子商務(wù)開辟了新的服務(wù)業(yè)領(lǐng)域

(III)E-commerce opens up new service areas.電子商務(wù)在不斷提高傳統(tǒng)服務(wù)業(yè)服務(wù)能力的同時，還開辟了新的服務(wù)業(yè)領(lǐng)域，形成更多新興行業(yè)和就業(yè)機會。如網(wǎng)上商店、網(wǎng)上銀行、信息技術(shù)支持以及第三方電子商務(wù)服務(wù)提供商等等。以阿里巴巴為代表的第三方電子商務(wù)服務(wù)平臺，為中小企業(yè)提供電子商務(wù)服務(wù)，即節(jié)省了中小企業(yè)自己開發(fā)和管理電子商務(wù)平臺的費用，又可為中小企業(yè)提供大量買家信息及產(chǎn)品的進(jìn)出口服務(wù)。

While continuing to improve service capability in traditional areas, E-commerce is also pioneering in new service areas, which in turn creates more burgeoning businesses and job opportunities, such as online shopping, online banking, IT support, and third-party E-commerce etc.Alibaba, the leader of third-party E-commerce service to small and medium-sized enterprises is helping them save the costs of developing and managing E-commerce platform and plenty of information on suppliers and imports and exports.三、商務(wù)部在推進(jìn)電子商務(wù)方面所做的努力

III.MOFCOM’s role in E-commerce development.多年來，商務(wù)部一直致力推動電子商務(wù)的應(yīng)用與發(fā)展，主要開展了以下工作：

For many years, the Ministry of Commerce(MOFCOM)has been committed to E-commerce application and development, mainly in the following areas:

（一）為改善我國網(wǎng)上交易發(fā)展的外部環(huán)境，防范網(wǎng)上交易風(fēng)險，推動網(wǎng)上交易健康有序發(fā)展，商務(wù)部在今年3月6日發(fā)布了《關(guān)于網(wǎng)上交易的指導(dǎo)意見（暫行）》。目前正與中國國家統(tǒng)計局聯(lián)合開展電子商務(wù)統(tǒng)計，第一批統(tǒng)計數(shù)據(jù)預(yù)計在2007年年底前可正式對外發(fā)布，中國第一個權(quán)威的電子商務(wù)統(tǒng)計指標(biāo)體系正在逐步形成。

(I)On March 6, 2007, MOFCOM issued the Guiding Opinions on Online Trading(Provisional), aimed at improving the external environment for online trading, preventing risks and boosting healthy and progressive development of online trading.Currently, MOFCOM is working together with the National Bureau of Statistics on E-commerce statistics.The first batch of statistics is expected to be officially released before the end of 2007.China’s first official index system for E-commerce statistics is under construction.（二）商務(wù)部自2003年起每年組織撰寫《中國電子商務(wù)發(fā)展報告》。報告從宏觀上分析了我國電子商務(wù)的發(fā)展?fàn)顩r，并對外貿(mào)、國內(nèi)流通、網(wǎng)上零售等方面進(jìn)行了重點分析，對引領(lǐng)中國電子商務(wù)的發(fā)展發(fā)揮了積極的作用。

(II)Since 2003, MOFCOM has been compiling the annual China Report on E-commerce.The Report, which analyzes the status quo of E-commerce in China and looks into specific areas of E-commerce application such as foreign trade, domestic distribution and online retailing, is playing a positive role in the development of E-commerce in China.（三）為推廣電子商務(wù)應(yīng)用，商務(wù)部與教育部自2005年開始聯(lián)合組織有關(guān)高等院校，開展了電子商務(wù)案例調(diào)研和理論研究。到目前為止，共完成了200多個電子商務(wù)案例調(diào)研。

(III)To roll out E-commerce applications, since 2005, MOFCOM and the Ministry of Education in conjunction with selected universities, have been engaged in case and theory study on E-commerce.So far, over 200 E-commerce cases have been studied.（四）在中國進(jìn)出口商品交易會（廣交會）、中國國際高新技術(shù)成果交易會（高交會）等大型展會上，商務(wù)部積極推動電子商務(wù)應(yīng)用工作。每屆廣交會為超過 8000家參展商會員提供電子商務(wù)服務(wù)。商務(wù)部還支持和推動福建省舉辦中小企業(yè)“網(wǎng)上產(chǎn)品博覽會”和“網(wǎng)上投資貿(mào)易洽談會”，推動寧波市舉辦“網(wǎng)上消費品博覽會”。

(IV)At the China Import and Export Fair(Canton Fair), China Hi-tech Fair and other large-scale exhibitions, MOFCOM actively advances the application of E-commerce.Each year, there are over 8,000 exhibitors providing E-commerce service at the China Import and Export Fair.MOFCOM also encourages and supports Fujian Province to host the Online Fair and Online Investment & Trade Symposium for SMEs, and encourages Ningbo City to hold the Online Consumer Goods Fair.（五）為提高地方和企業(yè)應(yīng)用電子商務(wù)的能力，商務(wù)部組織了多期地方商務(wù)主管部門領(lǐng)導(dǎo)參加的“電子商務(wù)培訓(xùn)高級研究班”。

(V)With a view to enhancing local and company-level E-commerce applications, MOFCOM has organized several “advanced training courses on E-commerce” for leaders of local commercial departments.（六）商務(wù)部啟動了“農(nóng)村商務(wù)信息服務(wù)”工程。在農(nóng)業(yè)部、信息產(chǎn)業(yè)部和國信辦等單位支持下于2006年8月25日開通了“新農(nóng)村商網(wǎng)”。舉辦了三次“農(nóng)副產(chǎn)品網(wǎng)上購銷對接會”，共促成交易金額40.66億元。

(VI)MOFCOM launched the program of Commercial Information Service in Rural Area.On August 25, 2006, MOFCOM launched the New Rural Business Network with the support of the Ministry of Agriculture, Ministry of Information Industry and Informatization Office of the State Council.It also held three online fairs for agricultural by-products, with a total transaction value of 4.066 bn RMB.（七）商務(wù)部積極組織參與電子商務(wù)領(lǐng)域的國際合作和交流，與13個國家和地區(qū)建立了電子商務(wù)交流合作機制。從2004年開始，商務(wù)部與部分國外政府商務(wù)主管部門合作建立并開通了“中國俄羅斯經(jīng)貿(mào)合作網(wǎng)站”、“中國新加坡經(jīng)貿(mào)合作網(wǎng)站”等9個經(jīng)貿(mào)合作網(wǎng)站，利用信

息技術(shù)為國內(nèi)外企業(yè)開拓市場、開展業(yè)務(wù)提供了全面、及時、權(quán)威的商務(wù)信息服務(wù)。

(VII)MOFCOM has participated actively in international E-commerce exchanges and cooperation and established mechanisms for exchange with 13 countries and regions.Beginning 2004, MOFCOM has worked with foreign commercial authorities in the launch of 9 economic and trade cooperation websites, such as the “Russia-China Economic & Trade Cooperation website”, and “Singapore-China Economic & Trade Cooperation website”.MOFCOM also used information technology to provide comprehensive, updated and authoritative commercial information service to both Chinese and foreign businesses.商務(wù)部還積極組織參與亞太經(jīng)合組織、亞歐會議、上海合作組織等國際與地區(qū)組織中的電子商務(wù)工作，分別于2004年、2005年、2006年主辦了“APEC電子商務(wù)博覽會”、“APEC無紙貿(mào)易高級別研討會”和“亞歐會議電子商務(wù)論壇”。

MOFCOM was also involved in E-commerce activities by APEC, ASEM, Shanghai Cooperation Organization(SCO)and other international and regional organizations.It hosted APEC E-commerce Fair, APEC High-Level Symposium on E-commerce and Paperless Trade and the ASEM Conference on E-Commerce in 2004, 2005 and 2006 respectively.最后，預(yù)祝大會獲得圓滿成功！

Madam.President,首先，我謹(jǐn)代表中國代表團祝賀工發(fā)十四大的召開，并對您和主席團其他成員的當(dāng)選表示祝賀。在此，我也感謝伊朗大使Ali Asghar Soltanieh先生在擔(dān)任上屆大會主席期間所做出的杰出貢獻(xiàn)。

I shall start by extending my congratulations, on behalf of the Chinese delegation, to the 14th General Conference of the United Nations Industrial Development Organization.I would also like to congratulate you and other members of the bureau on your election.I shall take this opportunity to thank Ambassador Ali Asghar Soltanieh of Iran for his great contribution as the President of the previous Conference.當(dāng)前，世界經(jīng)濟形勢下行壓力加大，不穩(wěn)定性和不確定性上升，主要經(jīng)濟體增速下滑，一些國家主權(quán)債務(wù)問題突出，國際金融市場和大宗商品價格持續(xù)動蕩，新興市場國家通脹壓力加大，各種形式的保護(hù)主義有所抬頭。世界經(jīng)濟復(fù)蘇的長期性、艱巨性和復(fù)雜性，給世界各國工業(yè)的可持續(xù)發(fā)展帶來了嚴(yán)峻挑戰(zhàn)。本屆大會重點討論工業(yè)可持續(xù)發(fā)展，正當(dāng)其時，意義重大。圍繞這一問題的討論，有利于我們深刻認(rèn)識當(dāng)前世界經(jīng)濟形勢下工業(yè)發(fā)展的新變化和新特點，準(zhǔn)確把握未來一段時間綠色工業(yè)發(fā)展方向，探討如何合理解決經(jīng)濟社會高速發(fā)展與資源和環(huán)境等之間的矛盾，推動全球綠色經(jīng)濟和綠色工業(yè)實現(xiàn)持續(xù)穩(wěn)定的發(fā)展。

Today’s world economy is troubled with bigger rising instability and uncertainty, serious slowdown of major economies, prominent volatility of international financial markets and commodities prices, mounting inflationary pressure in emerging market economies, and rising protectionism of all forms.Recovery of the world economy, which will be a long, difficult and complicated process, imposes this Conference highlights the industrial sustainable development.Discussions on this will help us acquire a better understanding of the new changes and features of industrial development in the current context of world economy, feel the pulse of the trend of green industrial development, find rational solutions to the resource and environment challenges generated by fast economic and social development, and contribute to the sustained and stable growth of global green economy and green industries.主席女士，工發(fā)組織大力倡導(dǎo)綠色工業(yè)，積極推動環(huán)境和能源領(lǐng)域的國際交流與合作，開展了大量卓有成效的工作。中方對此表示贊賞，并將一如既往地支持工發(fā)組織在促進(jìn)發(fā)展中國家工業(yè)進(jìn)步、實現(xiàn)工業(yè)可持續(xù)發(fā)展方面所做的不懈努力。

As a champion of green industrial development, UNIDO has done a terrific job in promoting international communication and cooperation in environment and energy.China is appreciative of this and will continue to support UNIDO’s efforts in promoting industrial advance and industrial sustainable development of developing countries.為實現(xiàn)工業(yè)綠色發(fā)展，中國政府明確提出要走出一條科技含量高、經(jīng)濟效益好、資源消耗低、環(huán)境污染少、人力資源優(yōu)勢得到充分發(fā)揮的新型工業(yè)化道路。過去5年，中國工業(yè)實現(xiàn)了年均11.6%的增長，與此同時，單位工業(yè)增加值能耗累計下降26%。今年是中國實施“十二五”規(guī)劃綱要的第一年。中國政府發(fā)布的“十二五”規(guī)劃綱要明確提出，要把建設(shè)資源節(jié)約型、環(huán)境友好型社會作為加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的重要著力點，在2011－2015年間單位國內(nèi)生產(chǎn)總值能源消耗和二氧化碳排放分別降低16%和17%，主要污染物排放總量減少8%至10%，非化石能源占一次能源消費的比重由目前的8.3%提高至11.4%。為此，我們將從以下幾個方面繼續(xù)做出努力：

To achieve the goal of green industrial development, the Chinese government charts a new industrialization course featuring higher technology contents, greater economic benefits, lower resource consumption, less pollution to the environment, and better utilization of human capital.The Chinese industry registered in the past five years an average annual growth rate of 11.6% while This year is the initial year of the 12th Five-Year Plan.As clearly outlined in the Plan, building a resource-conserving and environment-friendly society is a main way will be reduced by 16% and 17% will be increased from 8.3% to 11.4% over the same period of time.To this end, efforts will be made in the following aspects.一是加快推進(jìn)工業(yè)化進(jìn)程，調(diào)整工業(yè)結(jié)構(gòu)，優(yōu)化工業(yè)布局，引導(dǎo)地區(qū)間產(chǎn)業(yè)有序轉(zhuǎn)移，提升技術(shù)和產(chǎn)品結(jié)構(gòu)，實現(xiàn)協(xié)調(diào)發(fā)展。

First, we will accelerate the industrialization process, adjust industrial structure, optimize industrial layout, guide inter-regional industrial migration, and improve the structure of technology and products to realize coordinated development.二是堅持工業(yè)綠色發(fā)展，從主要依靠規(guī)模擴張、過度消耗能源資源的粗放發(fā)展向注重效率、注重發(fā)展質(zhì)量和效益的可持續(xù)發(fā)展轉(zhuǎn)變。

Second, we will commit to green industrial development, and transform the extensive economic growth based on expansion of scales and excessive consumption of energy and resources into sustainable development focusing

on efficiency, quality and benefit.三是大力推進(jìn)節(jié)能減排，努力提高可再生能源比重，推進(jìn)企業(yè)節(jié)能技術(shù)進(jìn)步和清潔生產(chǎn)，不斷提高工業(yè)生產(chǎn)部門的能源使用效率。

Third, we will promote energy conservation and reduce emission, increase the share of renewables in energy mix, encourage enterprises to advance their energy-saving technologies for clean production, and improve energy efficiency of industrial sectors.應(yīng)當(dāng)看到，中國仍然是一個發(fā)展中國家，發(fā)展中不平衡、不協(xié)調(diào)、不可持續(xù)的問題依然存在，工業(yè)發(fā)展水平整體還較低，推進(jìn)綠色工業(yè)過程中還面臨著技術(shù)、資金等各 方面的困難，需要引進(jìn)國際先進(jìn)技術(shù)并借鑒國際先進(jìn)經(jīng)驗。我們愿與工發(fā)組織和其他國家緊密合作，攜手推動綠色工業(yè)的發(fā)展，為應(yīng)對全球氣候變化和促進(jìn)全球可持 續(xù)發(fā)展繼續(xù)做出努力。

As known to all, China remains a developing country encountered with problems of unbalanced, uncoordinated and unsustainable development.Its level of industrial development remains low and therefore it faces challenges of shortages of technology and financial resources in the process of promoting green industries.China needs to import advanced technologies and to learn international best practice.We are ready to work closely with UNIDO and other countries to develop green industries as a contribution to the global efforts in tackling climate change and enabling sustainable development.主席女士，南南合作對發(fā)展中國家實現(xiàn)工業(yè)可持續(xù)發(fā)展可以發(fā)揮有益的作用，工發(fā)組織為此已開展積極有效的工作，中國代表團對此表示贊賞。

China appreciates the effective work of UNIDO in supporting sustainable development of industries in developing countries through South-South cooperation.中國作為一個發(fā)展中國家，在促進(jìn)本國經(jīng)濟社會發(fā)展的同時，一直是南南合作的堅定支持者和積極實踐者。過去60年，中國政府在力所能及的范圍內(nèi)，本著平等互利、共同發(fā)展的原則，通過援建項目、提供物資、技術(shù)合作、人力資源開發(fā)等多種形式，向其他發(fā)展中國家提供援助。中國用自己的實際行動承擔(dān)了相應(yīng)的國際義務(wù)。今后，中國將繼續(xù)致力于全球減貧和發(fā)展事業(yè)。

As a developing country, China has always been supporting and engaging in South-South Cooperation while striving for its own economic and social development.Observing the principles of equality, mutual benefit and common development, the Chinese government has been doing its best to provide assistance for other developing countries in the past six decades through multiple ways such as engineering projects construction, aid in kind, technical cooperation, and human resource development.China has honored its international obligations with real actions.In the future, China will continue to commit to the global cause of poverty reduction and development.過去兩年，中國與工發(fā)組織重點在人力資源領(lǐng)域開展了大量南南合作活動。雙方合作為發(fā)展中國家舉辦了六期培訓(xùn)班，主題包括節(jié)能減排、投資促進(jìn)和太陽能應(yīng)用技術(shù)。來自50多個發(fā)展中國家近200名 學(xué)員參加上述研修班。今后，我們將適當(dāng)增加對工業(yè)發(fā)展基金的捐款。我們愿與工發(fā)組織進(jìn)一步加強三方培訓(xùn)活動，與其他發(fā)展中國家分享我們的發(fā)展成果和經(jīng)驗。本屆大會期間，中國代表團還專門舉辦了一個展覽，集中介紹中國開展南南合作的有關(guān)情況和取得的經(jīng)驗，我歡迎在座的各位前往參觀。

Collaboration between China and UNIDO has been focused on a large number of South-South Cooperation activities in human resource field in the past two years.The two sides organized 6 seminars and workshops for developing countries on energy conservation and emission reduction, investment promotion and applicable solar-energy technology.Nearly 200 participants from over 50 developing countries attended these seminars and workshops.We are willing to step up cooperation with UNIDO in organizing trilateral training activities to share China’s achievements and experiences with other developing countries.An exhibition is hosted by China at this Conference to demonstrate China’s engagement in South-South Cooperation and experiences learned.You are all welcomed to visit the exhibition.主席女士，在總干事尤姆凱拉博士的第二個任期內(nèi)，工發(fā)組織圍繞三大優(yōu)先工作領(lǐng)域開展了富有成果的工作，項目執(zhí)行額和籌資水平連創(chuàng)新高，獲得國際社會支持和認(rèn)可。工發(fā)組 織也再次被評為業(yè)績最好的《蒙特利爾議定書》實施機構(gòu)，中方向工發(fā)組織和總干事表示祝賀。最近，在成員國的密切合作下，關(guān)于工發(fā)組織未來發(fā)展的非正式工作 組已順利開展工作。我相信，通過積極、務(wù)實和建設(shè)性的討論，該工作組能夠取得良好成果，并對工發(fā)組織的長久穩(wěn)定發(fā)展提供有益的指導(dǎo)和參考。

During the second term of Dr.Yumkella as the Director General, UNIDO has done fruitful work in the three priority fields(poverty reduction through productive activities, trade capacity building, environment and energy)with actual volume of projects services delivered and funds mobilized hitting new record high.Its work is widely supported and commended by the international community.China congratulates UNIDO for being deemed again as the best performing implementing agency of the Montreal Protocol.Recently, with the close cooperation among member countries, the informal working group on the future has begun its work.It is my belief that through active, pragmatic and constructive discussions, the working group can achieve good results and can provide guidance and reference for the long-term stable development of UNIDO.今后幾年是實現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)的關(guān)鍵時期，工發(fā)組織作為聯(lián)合國系統(tǒng)專門致力于工業(yè)發(fā)展的重要機構(gòu)，在實現(xiàn)千年發(fā)展目標(biāo)和推動全球工業(yè)可持續(xù)發(fā)展中可以大 有所為。中方希望工發(fā)組織能夠充分、有效地利用好所籌集的資源，繼續(xù)增強項目執(zhí)行能力，并根據(jù)成員國需求提供更優(yōu)質(zhì)服務(wù)，使工發(fā)組織成為一個更加重要的“促進(jìn)繁榮的伙伴”，為全球發(fā)展議程做出更大貢獻(xiàn)。

很高興參加中國-太平洋島國經(jīng)濟發(fā)展合作論壇投資、貿(mào)易、旅游部長級會議。我謹(jǐn)代表中國商務(wù)部，對部長級會議的召開表示熱烈祝賀，對來自島國的各位朋友表示熱烈歡迎，對島國政府和人民在中國汶川地震后所給予的同情和無私幫助表示衷心感謝。

近年來，中國與太平洋島國的友好關(guān)系進(jìn)一步加強，高層互訪更加頻繁，合作領(lǐng)域不斷擴大。湯加、瓦努阿圖和密克羅尼西亞相繼在北京設(shè)立了大使館，為中國和太平洋島國關(guān)系的進(jìn)一步發(fā)展創(chuàng)造了良好條件。在貿(mào)易領(lǐng)域，2007年雙邊貿(mào)易額超過15億美元；今年上半年，雙邊貿(mào)易超過9億美元，同比增長8%，全年有望達(dá)到或者突破20億美元。在投資領(lǐng)域，2006年以來，中方企業(yè)累計在島國地區(qū)的直接投資超過3億美元，先后實施了巴新拉姆鎳鈷礦和馬紹爾水產(chǎn)品加工廠等重大項目。經(jīng)過共同努力，根據(jù)《中國—太平洋島國經(jīng)濟發(fā)展合作行動綱領(lǐng)》確定的原則，雙方在人力資源開發(fā)、投資、旅游、農(nóng)業(yè)、教育、交通運輸、基礎(chǔ)設(shè)施建設(shè)以及經(jīng)濟援助等各個領(lǐng)域的合作日益深化。同時，中國已與巴新、斐濟、瓦努阿圖、湯加、密克簽署了中國團隊赴各國旅游實施方案的諒解備忘錄，啟動了赴斐濟、瓦努阿圖、湯加等國的組團

當(dāng)今世界正處于大變革、大調(diào)整之中，經(jīng)濟全球化深入發(fā)展，國與國相互依存日益緊密，求和平、謀發(fā)展、促合作成為不可阻擋的時代潮流。同時，世界經(jīng)濟增長中的不穩(wěn)定因素增多，金融市場持續(xù)動蕩，能源價格快速上漲，糧食安全日益突出，通脹壓力不斷增大，建設(shè)和諧世界仍面臨諸多嚴(yán)峻考驗。在此大背景下，如何趨利避害、實現(xiàn)可持續(xù)發(fā)展，是擺在包括中國和太平洋島國在內(nèi)的廣大發(fā)展中國家面前的一項重大課題。

為適應(yīng)新形勢下加強合作、共謀發(fā)展的需要，2006年4月，中國—太平洋島國經(jīng)濟發(fā)展合作論壇首屆部長級會議在斐濟楠迪成功舉辦。溫家寶總理代表中方宣布了支持島國經(jīng)濟發(fā)展的六項重大舉措，受到普遍歡迎。兩年來，中方在各島國的大力支持和配合下，積極推進(jìn)各項工作的落實，取得了較好成效。借此機會，我愿向各位朋友簡要介紹這方面的進(jìn)展情況。

（一）中方已向島國申請的6個項目提供了12.43億元人民幣優(yōu)惠貸款，涉及基礎(chǔ)設(shè)施、航空運輸、通信和城市改造等領(lǐng)域，已提供專項資金支持中國企業(yè)赴島國開展經(jīng)貿(mào)合作。

（二）自2006年7月1日起，中國開始對原產(chǎn)于薩摩亞、瓦努阿圖的278個稅目商品實施零關(guān)稅待遇；免除薩摩亞和瓦努阿圖共計1.7億元人民幣的到期債務(wù)；與斐濟和巴新就推遲兩國截至2005年底對華到期無息貸款的還款期達(dá)成一致，并將簽署有關(guān)協(xié)議。

（三）中國向巴新無償提供了價值100萬人民幣的抗瘧藥品，已分別向薩摩亞和瓦努阿圖

派遣了醫(yī)療隊，并準(zhǔn)備向密克派遣醫(yī)療隊。

（四）中國累計為島國培訓(xùn)了1200名各類官員和技術(shù)人員，今年計劃再培訓(xùn)700名各類人

員。

（五）中方分別與巴新和密克簽署了中國團隊赴兩國旅游實施方案的諒解備忘錄，此次會

議期間，中方還將與薩摩亞簽署同類備忘錄。

（六）中方分別與瓦努阿圖、斐濟和薩摩亞簽署了援建地震觀測臺網(wǎng)的合作諒解備忘錄，以期在地震、海嘯預(yù)警方面向有關(guān)國家提供支持。

到2009年4月，我們將迎來中國-太平洋島國經(jīng)濟發(fā)展合作論壇斐濟會議三周年。中方有信心在未來的8個月內(nèi)，本著“互惠互利、共同發(fā)展”的原則，和島國政府通力合作，把六項舉措逐一落到實處，為島國人民的福祉做出實實在在的貢獻(xiàn)。

為把中國—太平洋島國經(jīng)貿(mào)合作提高到新水平，今后一個時期，雙方可以重點在以下方面

作出努力：

第一，擴大雙邊貿(mào)易規(guī)模，力爭到2010年雙邊貿(mào)易在2007年的基礎(chǔ)上翻一番，達(dá)到30億美元。中方將通過多種形式鼓勵企業(yè)擴大進(jìn)口島國具有比較優(yōu)勢的產(chǎn)品，逐步擴大從最不發(fā)達(dá)

島國進(jìn)口享受零關(guān)稅待遇的稅目范圍。

第二，鼓勵投資合作。中方將一如繼往地鼓勵有實力、守信譽的中方企業(yè)赴島國投資興業(yè)，積極探討利用政府貸款和商業(yè)融資等多種方式在島國進(jìn)行基礎(chǔ)設(shè)施、通信以及農(nóng)、林、漁業(yè)開

發(fā)等領(lǐng)域的合作。

第三，鼓勵雙向合作開發(fā)旅游市場。中方積極鼓勵旅游企業(yè)開展中國旅游團隊赴島國的旅游業(yè)務(wù)；將繼續(xù)邀請島國旅游官員來華出席每年一屆的中國國際旅游交易會，增進(jìn)雙方旅游部

門相互交流。

第四，將能源合作列為雙邊合作的重要領(lǐng)域。中方已為多個島國援建了小水電、太陽能、風(fēng)能等清潔能源項目，在此基礎(chǔ)上，中方將繼續(xù)與島國分享節(jié)能及利用再生和替代能源的成功

技術(shù)，幫助島國更好應(yīng)對能源安全問題。

第五，在良種培育、農(nóng)業(yè)科技、病蟲害防治、糧食儲備等方面開展技術(shù)交流和務(wù)實合作，幫助島國提高農(nóng)業(yè)綜合生產(chǎn)能力。中方將繼續(xù)在雙邊渠道和南南合作框架內(nèi)向島國派遣農(nóng)業(yè)專家，傳授水稻、蔬菜種植技術(shù)，并在華組織各類農(nóng)業(yè)技術(shù)培訓(xùn)班，幫助島國培養(yǎng)農(nóng)技人員。

女士們，先生們：

中國政府高度重視同太平洋島國的友好合作關(guān)系。發(fā)展與太平洋島國的友好合作關(guān)系不是

中國的權(quán)宜之計，而是一項長期的戰(zhàn)略決策。

政治上，我們主張國家不分大小、強弱、貧富，都是國際社會的平等一員。我們尊重各島國根據(jù)各自國情選擇發(fā)展道路，尊重各國為維護(hù)主權(quán)和地區(qū)穩(wěn)定所做的努力。

經(jīng)濟上，中國致力于落實聯(lián)合國千年發(fā)展目標(biāo)，努力幫助各島國增強自主發(fā)展能力，支持島國提出的旨在推進(jìn)區(qū)域合作進(jìn)程的“太平洋計劃”。作為發(fā)展中國家的一員，我們將繼續(xù)向島國提供力所能及的援助，并且不附帶任何條件。

Friends，It gives me great pleasure to attend the Investment, Trade and Tourism Ministerial Conference of the China-Pacific Island Countries Economic Development and Cooperation Forum.On behalf of the Ministry of Commerce of China, I’d like to extend my congratulations on the opening of the Ministerial Conference and my warm welcome to all friends from the island countries.We are profusely thankful to your governments and people for offering sympathy and assistance in the wake of the Wenchuan earthquake.In recent years, the friendly relations between China and PICs have flourished with increased high-level visits and widened areas of cooperation.Tonga, Vanuatu, and Micronesia have successively opened their embassies in Beijing, creating an enabling environment for furthering China-PICs ties.Bilateral trade volume exceeded 1.5 billion USD in 2007.In the first half of this year, our two-way trade stood above 900 million USD, up by 8% year on year.The total volume for this year is expected to reach or even exceed the mark of 2 billion USD.Since 2006, Chinese enterprises have made more than 300 million USD worth of direct investments in the island countries and launched a number of major projects including Papua New Guinea Nickel and Cobalt Mine Project and the aquatic food processing plant on Marshall Islands.Based on the principles set in the Guiding Framework on China-Pacific Island Countries Economic Development and Cooperation, the bilateral cooperation on human resources development, investment, tourism, agriculture, education, transportation, infrastructure and financial aid has been deepening steadily thanks to our concerted efforts.China has signed MOUs on implementing schemes for Chinese group travel to PICs with PNG, Fiji, Vanuatu, Tonga and Micronesia, and initiated group travel to countries such as Fiji, Vanuatu and Tonga.Ladies and Gentlemen，The world today is undergoing sweeping changes and adjustments.In an increasingly globalized world, countries have grown increasingly interdependent.The pursuit of peace, development and cooperation has become the irreversible tide of the times.However, with the escalation of destabilizing factors in the world economy---continued turbulences in the financial market, soaring energy prices, intensifying food security concerns and mounting inflationary pressure--the cause of building a harmonious world is being tested on many fronts.Against this backdrop, it has become a major topic facing developing countries including China and PICs to maximize advantages and avert hazards and achieve sustainable development.To meet the need for enhanced cooperation and common development under new circumstances, the first Ministerial Conference of the China-Pacific Island Countries Economic Development and Cooperation Forum was successfully concluded in Nandi, Fiji in April, 2006.On that occasion, Premier Wen Jiabao announced, on behalf of the Chinese government, six major measures in support of the economic development of PICs, which were warmly received by the latter.With the support and cooperation from these countries, China has translated its commitments into concrete actions and garnered encouraging results over the past two years.I’d like to take this opportunity to give you an overview of the progress made in this area.(I)China has provided 1.243 billion RMB in concessional loans to finance the six projects proposed by PICs in areas such as infrastructure, air transport, communications and urban redevelopment.Special funds have also been appropriated to relevant Chinese companies for their efforts in developing economic and trade ties with the island countries.(II)Starting from July 1, 2006, China granted zero tariff treatment to 278 tariff lines of products originated from Samoa and Vanuatu and canceled 170 million RMB mature debts for the two countries.It also reached consensus and agreed to sign agreements with Fiji and PNG on a moratorium on interest-free loans due as of the end of 2005.(III)China donated anti-malaria drugs worth 1 million RMB to PNG.It has already dispatched medical teams to Samoa and Vanuatu and is preparing to send one to Micronesia as well.(IV)China has cumulatively trained more than 1,200 officials and technical staff for PICs and plans to train another 700 this year.(V)China has signed respectively with PNG and Micronesia an MOU on Approved Destination Status that will enable the two countries to host group travelers from China.China is also about to sign a similar MOU with Samoa on the margin of this conference.(VI)China has signed respectively with Vanuatu, Fiji and Samoa an MOU on the assistance in building a seismic observation network to support earthquake and tsunami pre-alarming exercise in relevant countries.In April 2009, we will celebrate the 3rd anniversary of the China-Pacific Island Countries Economic Development and Cooperation Forum Ministerial Conference in Fiji.China is confident that in the coming 8 months, following the principles of “reciprocity, mutual benefits and common development” and through close collaboration with the PIC governments, the 6 measures will materialize one by one and deliver tangible benefits for the people of the pacific island countries.To enhance the level of China-PIC trade and economic cooperation going forward, the two sides could make efforts primarily in the following areas.First, increasing bilateral trade toward the ambitious target of doubling its volume to 3 billion USD by 2010 compared with the base year of 2007.China will adopt a host of measures to encourage the imports of advantageous goods from PICs and gradually broaden the scope of duty exemption on imports from least developed island countries.Second, encouraging investment collaboration.China remains committed to encouraging competent and reputable Chinese enterprises to invest and conduct business in PICs, actively seek government loans and commercial credit in joint projects with PICs in infrastructure, telecommunications, agriculture, forestry and fishery.Third, promoting two-way cooperation in tourism development.China actively encourages its tour operators to organize group travel to PICs.It will continue to invite PIC tourism officials for the annual China International Travel Fair to facilitate the exchanges between tourism administrations.Fourth, prioritizing energy for bilateral cooperation.China has built a number of clean energy projects, small-hydro, solar and wind-power, for the island countries.Building on existing cooperation, China will continue to share its cutting-edge technology for energy-saving and the utilization of renewable and alternative energy sources, in a bid to help PICs respond better to energy security issues.Fifth, conducting technology exchanges and practical cooperation in quality breeds culturing, agro-science, pest control and disease prevention and food reserves, to increase agricultural productivity for PICs.China will continue to send both bilaterally and within the framework of South-South Cooperation agricultural specialists to PICs to transfer paddy and vegetable planting technology and organize agro-technology training courses to build capacity for PIC agricultural professionals.Ladies and gentlemen，The Chinese government attaches great importance to developing friendly and cooperative relations with PICs.This is not a policy by convenience, but rather a long-term and strategic decision.Politically, we believe every country, regardless of its size, strength and wealth is an equal member of the international community.We respect the individual choice of PICs for their way of development and their efforts in safeguarding sovereignty and regional stability Economically, China is committed to implementing the Millennium Development Goals and building independent development capacities for PICs.It supports the PICs-led Pacific Plan for advancing regional cooperation.As a member of the developing country community, we will continue to render assistance to PICs within our capacity and without any strings attached.In international affairs, China, being a permanent member of the UN Security Council, will continue to defend the rights and interests of the vast number of developing countries, including PICs, support their legitimate claims on sustainable development, help PICs respond better to climate change, energy and food security, marine resources preservation and other challenges by sharing capital, technology and experience.History has testified and will continue to testify to the sincere, credible and reliable friendship and partnership between China and PICs.Ladies and gentlemen，China and PICs share strong economic complementarity, huge potential for cooperation and broad prospects for development.As long as the two sides make a joint effort, China-PICs cooperation is sure to reach a new high, which is not only conducive to regional stability and prosperity, but also a major contribution to world peace and development.To conclude, I wish this Ministerial Conference a complete 同志們：今天，區(qū)委、區(qū)政府在這里召開全區(qū)信息化工作會議，主要任務(wù)是貫徹落實全國科技大會和市信息化工作會議精神，總結(jié)我區(qū)信息化工作所取得的成果和經(jīng)驗，進(jìn)一步明確今后一個時期我區(qū)信息化建設(shè)的目標(biāo)和任務(wù)，站在建設(shè)社會主義現(xiàn)代化國際大都市新郊區(qū)新農(nóng)村的高度，以科學(xué)發(fā)展、創(chuàng)新驅(qū)動的理念，在更高的起點上全面推進(jìn)我區(qū)信息化工作。剛才，###同志回顧總結(jié)了一年來我區(qū)的信息化工作，并對今年要做的工作作了通報，成績講得很實在，工作任務(wù)也很明確，有很強的操作性。3家單位交流了信息化建設(shè)中的成功做法和有益經(jīng)驗，希望大家在今后的信息化工作中借鑒、創(chuàng)新。夏以群副區(qū)長傳達(dá)了市信息化工作會議精神，部署了下一階段我區(qū)信息化工作的任務(wù)，并提出了具體的要求，我完全同意，大家要結(jié)合各自的具體工作實績，認(rèn)真貫徹落實。

下面，對于我區(qū)信息化工作再談三點意見。

一、認(rèn)清形勢，統(tǒng)一認(rèn)識，把信息化建設(shè)作為實施科教興市主戰(zhàn)略的開路先鋒來抓

在2月24日**市信息化工作會議上，##書記對**的信息化發(fā)展用了兩句話來概括：形勢喜人，形勢逼人。對我們**的信息化工作來說，雖然也是形勢喜人，但更是形勢逼人。

講到成績喜人，是我們在推進(jìn)信息化過程中取得了較為理想的進(jìn)展。幾年來，在全區(qū)各部門的共同努力下，我區(qū)圍繞信息化建設(shè)的總體目標(biāo)，抓規(guī)劃、抓落實、抓推進(jìn)，各級干部信息化意識明顯提高，初步形成了區(qū)、鎮(zhèn)（街道）兩級齊抓共管的工作格局，工作的機制、體制和服務(wù)體系初步完善，在信息基礎(chǔ)設(shè)施、信息產(chǎn)業(yè)、電子政務(wù)、城市管理信息化等方面，從無到有，從有到優(yōu)，取得了較好的成績，初步構(gòu)建了較為完整的信息化工作體系。信息化總體水平，尤其在應(yīng)用和產(chǎn)業(yè)方面有了明顯提升。

講到形勢逼人，我們要清醒地認(rèn)識到，擺在我們面前的任務(wù)越來越艱巨，要求越來越高，挑戰(zhàn)性越來越強，競爭也越來越激烈。

當(dāng)前，以信息技術(shù)為主要標(biāo)志的高新技術(shù)革命來勢迅猛，對我們的工作信息技術(shù)向現(xiàn)實生產(chǎn)力的轉(zhuǎn)化越來越快，信息產(chǎn)業(yè)在整個經(jīng)濟中的比重不斷增加，信息化與經(jīng)濟和社會發(fā)展的結(jié)合日益緊密，信息化的應(yīng)用、滲透和發(fā)展水平已經(jīng)成為衡量一個地區(qū)經(jīng)濟發(fā)展、社會進(jìn)步的重要標(biāo)志。在這次市信息工作會議上，市委、市政府提出了**“十一五”期間信息化工作目標(biāo)是：整體水平繼續(xù)保持領(lǐng)先，主要指標(biāo)基本達(dá)到發(fā)達(dá)國家中心城市先進(jìn)水平。到2010年**世博會時，在科技展示方面，**要成為信息技術(shù)創(chuàng)新與應(yīng)用能力強、信息資源開發(fā)與利用程度高、信息產(chǎn)業(yè)國際競爭優(yōu)勢明顯、信息安全保障體系健全、亞太地區(qū)信息通信樞紐作用突出的城市，充分展示以信息化為重要特征的國際大都市形象。并明確提出，建設(shè)現(xiàn)代化新郊區(qū)，體現(xiàn)郊區(qū)現(xiàn)代化的很重要的標(biāo)志就是郊區(qū)信息化。江總書記曾多次強調(diào)，“四個現(xiàn)代化，哪一化也離不開信息化”；**書記和**市長在這次市信息工作會議上強調(diào)指出，“推進(jìn)城市信息化，是實施科教興市主戰(zhàn)略的開路先鋒”和“突破口”，在全市“十一五”規(guī)劃中，“信息化建設(shè)具有舉足輕重的地位，發(fā)揮著引領(lǐng)帶動作用”，要“舉全市之力，深入推進(jìn)信息化”，“誰能執(zhí)信息化之牛耳，誰就有未來發(fā)展的主導(dǎo)權(quán)”，充分說明了信息化在經(jīng)濟社會發(fā)展的重要性，體現(xiàn)了市委、市政府對信息化工作的高度重視。

但是，從我們**的信息化工作實際來看，與全市的信息化建設(shè)進(jìn)程和市委、市政府對信息化工作的要求還有較大的距離；同兄弟區(qū)縣相比，也沒有優(yōu)勢；我們的工作還存在著許多問題和不足，許多人、包括相當(dāng)一部分領(lǐng)導(dǎo)干部，對信息化工作的認(rèn)識不足，重視不夠，工作推進(jìn)力度不大；傳統(tǒng)產(chǎn)業(yè)信息化改造的步伐不快；城市建設(shè)和管理信息化水平不高；信息資源開發(fā)和整合利用還需要進(jìn)一步加強；社會信息化應(yīng)用的覆蓋面還不廣，廣大市民運用信息化技術(shù)的意識和水平有待于進(jìn)一步強化，許多方便快捷的信息化服務(wù)走不進(jìn)尋常百姓，比如很方便的“付費通”，我們辦公樓底層大廳里就有，使用的人卻不多。因此，我們一定要認(rèn)清形勢，統(tǒng)一思想，充分認(rèn)識信息化工作在整個經(jīng)濟社會發(fā)展中的重要性，牢牢把握當(dāng)前信息化工作在面臨著的巨大發(fā)展機遇，站高一步、看遠(yuǎn)一步、搶先一步，加快推進(jìn)我區(qū)的信息化建設(shè)和發(fā)展，充分發(fā)揮信息化在實施科教興市主戰(zhàn)略、推進(jìn)經(jīng)濟建設(shè)、社會發(fā)展中引領(lǐng)、支撐作用，實現(xiàn)經(jīng)濟社會又快又好的發(fā)展。

二、明確任務(wù)，突出重點，加快推進(jìn)我區(qū)信息化工作

“十一五”時期是**堅持以科學(xué)發(fā)展觀統(tǒng)領(lǐng)經(jīng)濟社會發(fā)展全局，加快推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)戰(zhàn)略性調(diào)整，提高產(chǎn)業(yè)發(fā)展能級，加快推進(jìn)“四大板塊”建設(shè)，加快推進(jìn)現(xiàn)代化新郊區(qū)新農(nóng)村建設(shè)的關(guān)鍵時期，也是**進(jìn)入科學(xué)發(fā)展、創(chuàng)新驅(qū)動、進(jìn)一步提高總和競爭力的關(guān)鍵時期。我們要把信息化作為推動經(jīng)濟社會發(fā)展重要突破口，明確目標(biāo)任務(wù)，抓住重點環(huán)節(jié)，強化統(tǒng)籌規(guī)劃，在穩(wěn)步扎實的前提

尊敬的曼德爾森大臣，尊敬的傅瑩大使，各位企業(yè)家，女士們，先生們：

下午好！今天，由中國機電產(chǎn)品進(jìn)出口商會和英中貿(mào)易協(xié)會組織的中英經(jīng)貿(mào)合作研討會在這里隆重開幕。在此，我謹(jǐn)代表中華人民共和國商務(wù)部表示衷心的祝賀！今天，中英兩國政府和工商界的人士聚集在這里，圍繞“新挑戰(zhàn)、新機遇”這一主題，深入探討應(yīng)對危機、共謀發(fā)展的重大舉措，具有十分重要的現(xiàn)實意義。在此，我預(yù)祝研討會取得成功！

毋庸置疑，這場國際金融危機，使世界經(jīng)濟陷入上世紀(jì)大蕭條以來最困難的境地。作為一個外向度較高的發(fā)展中國家，中國的經(jīng)濟發(fā)展，特別是對外貿(mào)易投資也受到了較大的沖擊。從2008年11月份開始，中國進(jìn)出口貿(mào)易連續(xù)三個月出現(xiàn)負(fù)增長，吸收外商直接投資出現(xiàn)了明顯下滑趨勢。我們也注意到，英國經(jīng)濟增長和就業(yè)也遭受了嚴(yán)重打擊。雙邊貿(mào)易也受到負(fù)面影響，今年1月，中英雙邊貿(mào)易額同比下降21.6%，下降幅度之大、速度之快是罕見的。

當(dāng)前，為應(yīng)對危機和挑戰(zhàn)，世界各國紛紛出臺了應(yīng)對措施，這對提振信心、緩解危機起到了重要作用。但在危機面前，僅僅依靠單個國家的努力遠(yuǎn)遠(yuǎn)不夠，因為在經(jīng)濟全球化趨勢下，當(dāng)今的世界經(jīng)濟舞臺已經(jīng)形成了“你中有我，我中有你”的局面。世界經(jīng)濟發(fā)展的歷史早已證明，在危機面前，封閉與保護(hù)沒有出路，開放與合作才是正途。此次我率領(lǐng)中國貿(mào)易投資促進(jìn)團訪英，就是落實溫家寶總理本月初“信心之旅”的一次重要后續(xù)活動，充分表明了中國政府在困難形勢下，以實際行動反對貿(mào)易保護(hù)主義的態(tài)度與決心。

新挑戰(zhàn)中往往蘊含著新的機遇。對于中英兩國來說，危機將促使我們延伸和拓寬互利合作的內(nèi)涵。目前，中國各級政府和部門，正在積極落實保持經(jīng)濟穩(wěn)定增長的各項舉措。伴隨大規(guī)模民生工程、基礎(chǔ)設(shè)施和生態(tài)環(huán)境等領(lǐng)域的建設(shè)，包括英資企業(yè)在內(nèi)的數(shù)十萬家在華外資企業(yè)將分享這些新的商機。我在中國各地調(diào)研過程中，感受到許多中國企業(yè)特別是民營企業(yè)，對歐優(yōu)勢技術(shù)和裝備的采購具有濃厚的興趣。作為中國在歐盟中的第三大貿(mào)易伙伴和累計第一大對華投資國，中英兩國在生物、信息、環(huán)保、低碳經(jīng)濟、能源科技、新材料、醫(yī)藥衛(wèi)生等領(lǐng)域，擁有巨大的合作潛力。中國還是世界服務(wù)貿(mào)易和高檔消費品增長最快的市場。這意味著英國大量知名品牌產(chǎn)品以及金融、分銷、設(shè)計、咨詢等服務(wù)業(yè)企業(yè)，會有更多機會參與中國市場的競爭。當(dāng)然，也會有越來越多的中國企業(yè)具備與英國企業(yè)合作的實力。我們鼓勵中英雙方企業(yè)在各個領(lǐng)域擴大交流和深化合作，共同分享寶貴的發(fā)展機遇。

女士們，先生們：

盡管當(dāng)前我們遇到了嚴(yán)峻的挑戰(zhàn)，但以科技進(jìn)步和生產(chǎn)要素全球配置為基礎(chǔ)的經(jīng)濟全球化趨勢不會逆轉(zhuǎn)，各國經(jīng)濟相互聯(lián)系和依賴的程度仍將繼續(xù)加強。英國是自由貿(mào)易思想的發(fā)源地，亞當(dāng)?斯密的理論影響了200多年來的國際貿(mào)易實踐。選擇在這里作為我們此次貿(mào)易投資促進(jìn)團的最后一站，賦予了此次活動更加特殊的意義。我們一路走過來，無論是老朋友還是新伙伴，無論是簽訂合同或者僅僅是洽談意向，大家都進(jìn)行了坦誠而深入的溝通，取得了許多有形和無形的豐碩成果。更為重要的是，我們向外界傳遞了秉持開放心態(tài)、攜手合作、共渡難關(guān)的誠意和信心。我們堅信，未來商機無限，春天終將來臨。

Right Honorable Lord Mandelson,Honorable Ambassador Fu Ying,Dear Friends from the Business Community,Ladies and gentlemen,Good afternoon.Today, we hold the Seminar on China-Britain Economic and Trade Cooperation jointly organized by the China Chamber of Commerce for Import and Export of Mechanic and Electronic Products and the China-Britain Business Council.On behalf of the Ministry of Commerce of the People’s Republic of China, I’d like to extend heartfelt congratulations on its opening.It brings together government officials and business people from China and Britain to explore ways to tackle the crisis and promote development.The theme---“New Challenges, New Opportunities”, is highly relevant.I look forward to a successful meeting.Without doubt, this international financial crisis has landed the world economy in the most difficult situation since the Great Depression.China, as a developing country with heavy reliance on foreign trade, is experiencing a hard time in economic growth, particularly in foreign trade and investment.Since November 2008, China’s imports and exports have seen negative growth for 3 consecutive months, while inward investment has been sliding.We’ve also noted that economic growth and employment here in Britain has also been dealt a heavy blow.Two-way trade between China and Britain has suffered as well.In January 2009, bilateral trade value dropped 21.6% year on year.The gravity and speed of the decline are unprecedented indeed.To tackle the crisis and challenges, countries have taken various countermeasures, contributing greatly to restoring confidence and mitigating the consequences of the crisis.However, in the face of a crisis, efforts of a single country are far from enough.In a world featuring globalization, economies are inextricably interwoven with each other.The history of world economy has proven that insulation and protectionism offers no way out;openness and cooperation is the right recipe to heal a crisis.The visit of the China Trade and Investment Promotion Delegation, which I lead, to Britain is an important follow-up to Premier Wen Jiabao’s “Trip of Confidence” earlier this month.It shows the stance and resolution of the Chinese government to oppose protectionism under difficult circumstances.New challenges often present new opportunities.To China and Britain, this crisis will serve as a catalyst to enrich our reciprocal cooperation.At present, governments at all levels in China are in full gear to implement measures targeted at maintaining the steady growth of economy.With the execution of large-scale projects in public welfare, infrastructure, and ecological environment, hundreds of thousands of companies with foreign including British investment will be able to share these new business opportunities.During my investigation and study tours around China, I found that many Chinese enterprises, especially private ones, are very interested in buying more advanced technology and equipment from Europe.Among all EU countries, Britain is the third largest trade partner for China and has made the most investment in cumulative terms.Our two

countries enjoy huge potential in such fields as biology, information and environmental technology, low-carbon economy, energy technology, new materials, pharmaceuticals and healthcare.China is the fastest-growing market for international services trade and high-end goods, which could be translated into more opportunities for many famous British brands and companies in such service sectors as finance, distribution, design and consultancy to compete in the Chinese market.Of course, more and more Chinese companies will possess the caliber to cooperate with British companies.We encourage companies from the two countries to further deepen exchanges and cooperation in every field and share those valuable opportunities.Ladies and Gentlemen,Despite the severe challenges in front of us, globalization based on scientific advance and global allocation of resources will remain irreversible.Economies will be even more linked to and dependent on each other.Britain is the birthplace of the idea of free trade.Adam Smith’s theories have influenced international trade over the past 200 odd years.Selecting Britain as the last lag of our trip has added special significance to this event.Along the way, we have had candid and in-depth dialogues with friends old and new.We have reaped tangible and intangible fruits by signing contracts or negotiating intentions.Most importantly, we have demonstrated to the rest of the world our sincerity and confidence to tide over the difficulties by opening mind and joining hands.We believe that there are boundless opportunities in the future, and spring is right around the corner.Thank you.
