As I am looking forward to my visit to the United States to co-chair, with Secretary of State John Kerry, the Sixth Annual China-U.S.High-Level Consultation on People-to-People Exchange(CPE)themed Mutual Learning and Win-Win Cooperation, I would like to convey my sincere greetings and best wishes to the American people.中美兩國雖相距遙遠(yuǎn)，但兩國人民的友好交往卻源遠(yuǎn)流長。早在200多年前，美國商船“中國皇后”號就抵達(dá)中國廣州，開啟了中美人民交往的歷史。70多年前，中美并肩抗擊法西斯，并在勝利后與英國、法國、蘇聯(lián)等國共同創(chuàng)立了聯(lián)合國。40多年前，中美運(yùn)動員用“乒乓外交”拉開了兩國關(guān)系的序幕。多年來，中美關(guān)系雖經(jīng)風(fēng)雨，但人員往來、人文交流從未停止。特別是在應(yīng)對氣候變化、突發(fā)災(zāi)害、反對恐怖主義等全球性挑戰(zhàn)面前，兩國政府和人民總是攜手并肩，通力合作。去年以來，兩國共同開展抗擊埃博拉援非行動，受到國際社會廣泛贊譽(yù)。

Although China and the United States are far from each other geographically, the people of our two countries have nonetheless a long history of friendly exchanges.More than 200 years ago, the U.S.commercial vessel the Empress of China visited Guangzhou Port of China, opening the history of exchanges between the two peoples.More than 70 years ago, China and the United States fought shoulder to shoulder against fascist forces.After achieving victory, the two nations, together with other countries including Britain, France and the former Soviet Union, founded the United Nations.More than 40 years ago, Chinese and American table tennis players paved the way for the establishment of official relations between the People’s Republic and the United States via “ping-pong diplomacy.”

Over the years, despite twists and turns in our bilateral ties, people-to-people exchanges have never ceased.Particularly in the face of global challenges such as climate change, natural disasters and terrorism, our two governments and peoples have worked together hand in hand.Since last year, both our countries have assisted African countries in their fight against Ebola, and won widespread acclaim from the international community.2009年，兩國元首推動建立中美人文交流高層磋商機(jī)制，為人民友好交往搭建了更加廣闊的平臺。6年來，這一機(jī)制圍繞教育、科技、文化、體育、婦女、青年、地方交流等領(lǐng)域，取得近300項(xiàng)務(wù)實(shí)成果。目前，中美間每17分鐘就有一個航班起降，2014年有430萬人次來往于太平洋兩岸。有49萬名中國青年在美學(xué)習(xí)，超過10萬美國青年到中國學(xué)習(xí)。去年僅中國75所高校接待來訪美國學(xué)者1.2萬人，召開中美學(xué)術(shù)研討會217次。中美結(jié)成了逾240對友好省州和城市。兩國人文交流呈現(xiàn)前所未有的發(fā)展態(tài)勢。

In 2009, the Presidents of our two countries promoted the launch of CPE, putting in place a broader platform for friendly exchanges between our people.In the past six years, nearly 300 programs have been launched under the CPE to promote exchanges in the areas of education, science and technology, culture, sports, women, youth and subnational cooperation, all of which have yielded substantial results.At present, there is one flight taking off or landing between China and the United States every 17 minutes.The year 2014 saw a total of 4.3 million trips made by Chinese and American people across the Pacific Ocean.During the past six years, a total of 490,000 Chinese youngsters have studied in the United States, more than 100,000 American youngsters have studied in China.Last year alone, 75 Chinese universities hosted approximately 12,000 American scholars, and 217 symposiums were held jointly by China and the United States.So far, there are more than 240 pairs of sister provinces, states and cities between our two countries.Indeed, the growth of people-to-people exchanges between our two countries is unprecedented in history.今年中美人文交流的內(nèi)容更加豐富。我們將舉行中美青年創(chuàng)客大賽、第二屆中美大學(xué)校長論壇、第七屆中美婦女領(lǐng)導(dǎo)者交流對話會、中美埃博拉及全球衛(wèi)生安全研討會、中美聯(lián)合在華推廣實(shí)施心肺急救培訓(xùn)計(jì)劃專場宣介、中美二戰(zhàn)合作圖片展等。我真誠希望在雙方的精心呵護(hù)與培育下，中美人文交流這棵大樹能夠結(jié)出更加豐碩的成果。

This year, people-to-people exchanges between our countries are even more colorful, as exemplified by such events as the China-U.S.Young Maker Competition, the Second China-U.S.University President Roundtable, the Seventh China-U.S.Women’s Leadership Exchange and Dialogue, China-U.S.Symposium on Ebola and Global Health and Safety, a joint promotion of cardio pulmonary resuscitation training, and a joint photo exhibition on World War II.I sincerely hope that with meticulous care from the two sides, the tree of people-to-people exchanges between our two countries will grow bigger and bear even larger fruits.中國有句古話，唯以心相交，方能成其久遠(yuǎn)。中美兩國雖然文化不同，制度各異，但只要彼此敞開心扉，相互尊重，求同存異，就可以跨越任何鴻溝，讓兩國關(guān)系的道路越走越寬。我們期待與美方一起，推動人文交流與政治互信和經(jīng)貿(mào)合作相互交織、相互促進(jìn)，成為促進(jìn)人民相知相識的“探路者”、深化兩國各領(lǐng)域合作的“鋪路者”、構(gòu)建中美新型大國關(guān)系的“護(hù)路者”，為兩國人民的美好生活與世界和平發(fā)展作出新的更大貢獻(xiàn)！

As an old saying in China goes, only heart-to-heart exchanges can last long.Although China and the United States differ in terms of culture and political systems, as long as we open up our hearts to each other, respect each other, and seek common ground while putting aside differences, we can bridge any gap and usher in a more promising future for our bilateral ties.China is looking forward to working with the United States to promote people-to-people exchanges, enhance mutual political trust, and deepen economic cooperation and trade.Progress in these fields will be inter-related and mutually reinforcing.Let us do more to build a new type of major-country relationship, so as to make the life of our peoples more beautiful and the world at large more peaceful and prosperous.

今年是尼克松總統(tǒng)訪華和上海公報(bào)發(fā)表40周年，中美關(guān)系已進(jìn)入孔子講的“不惑之年”。This year marks the 40th anniversary of President Nixon's visit to China and the issuance of the Shanghai Communiqué.China-US relations have reached what Confucius called “the age of no perplexity”.中國古語說，一年之計(jì)在于春。以胡錦濤主席與奧巴馬總統(tǒng)首爾成功會晤和習(xí)近平副主席成功訪美為標(biāo)志，2012年的中美關(guān)系迎來了又一個春天。As an ancient Chinese saying goes, “The whole year's work depends on a good start in spring.” The successful meeting between President Hu Jintao and President Barack Obama in Seoul and the productive visit to the US by Vice President Xi Jinping signify another promising spring in China-US relationship in 2012.我們相信，第四輪中美戰(zhàn)略與經(jīng)濟(jì)對話和第三輪中美人文交流高層磋商會議，將為今年乃至今后一個時(shí)期中美關(guān)系的穩(wěn)定發(fā)展增添新的動力。We are convinced that the fourth round of China-US Strategic and Economic Dialogues(S&ED)and the third meeting of the China-US High-level Consultation on People-to-People Exchange(CPE)will further promote the steady growth of the China-US relations this year and beyond.“觀乎天文，以察時(shí)變；觀乎人文，以化成天下”，早在2000多年前，中國先哲就認(rèn)識到教育、科技、文化在創(chuàng)造人類文明、推動歷史進(jìn)步中的獨(dú)特功能。Ancient Chinese philosophers observed more than 2,000 years ago that leaders should “l(fā)earn about the changes of the season by studying natural phenomena and foster social development by studying human phenomena.” That was the early realization in China of the special role of education, science and technology and culture in creating human civilization and promoting progress of history.近三年的實(shí)踐充分顯示，中美人文交流對于促進(jìn)民眾相識相知、推動中美關(guān)系健康發(fā)展具有特殊重要的意義。What has happened in the past three years has fully demonstrated the significance and unique role of people-to-people exchange in strengthening the connection and understanding between the peoples and promoting the sound development of the relationship between our two countries.三年來，在雙方共同努力下，人文交流形成寬領(lǐng)域、多層次、廣覆蓋的新格局。教育、科技、文化、體育、1

婦女和青年等領(lǐng)域的合作達(dá)到歷史新高峰，數(shù)十項(xiàng)機(jī)制成果得到有效落實(shí)，成千上萬的民眾直接受益。Through concerted efforts of both sides over the past three years, people-to-people exchange between our two countries now covers a wide range of areas and takes place at multiple levels.Cooperation in such areas as education, science and technology, culture, sports, women's issues and youth has reached a new height.Several dozen programs under the consultation mechanism have been implemented effectively, benefiting hundreds of thousands of people directly.美國“十萬人留學(xué)中國計(jì)劃”和中國“三個一萬”教育項(xiàng)目進(jìn)展順利，有4.3萬美國學(xué)生來華留學(xué)，美45個州7100多名中小學(xué)校長、教師、大中小學(xué)生以及2100名大學(xué)生獲專項(xiàng)獎學(xué)金和漢語橋培訓(xùn)項(xiàng)目資助來華讀書，美留學(xué)生占來華留學(xué)生的8%，美國已成為中國國際學(xué)生第二大來源國。與此同時(shí)，中國亦成為美國國際學(xué)生的最大來源國，The US “100,000 Strong” initiative and China's “Three Ten-thousand Programs” are underway smoothly.A total of 43,000 American students have come to China to study.Over 7,100 elementary and high school principals and teachers and elementary, high school and college students from 45 American states have come to study in China with the support of the Chinese Bridge scholarships, and 2,100 American college students have come to study in China under the CPE Study-in-China scholarships.American students account for 8% of the international students in China, making the US the second largest source of international students for China.On its part, China is now the largest source of international students for the US.2010-2011學(xué)年中國留美學(xué)生總?cè)藬?shù)達(dá)15.8萬，4300多名中國學(xué)生獲得“公派萬名學(xué)生赴美攻讀博士項(xiàng)目”支持。目前，中國學(xué)習(xí)英語等56個語種的人數(shù)已超過3億，全美設(shè)立了81所孔子學(xué)院，有5000多所公立大中小學(xué)開設(shè)漢語課，學(xué)習(xí)漢語的學(xué)生突破20萬。here were 158,000 Chinese students in the US in the academic year of 2010-2011.More than 4,300 Chinese students have received support from China's 10,000 PhD scholarships program.There are more than 300 million people in China enrolled in 56 different foreign language courses including English.In the US, more than 5,000 public colleges, high schools and elementary schools now offer Chinese language course and a total of 81 Confucius Institutes have been established.Over 200,000 American students are learning the Chinese language.清潔能源和農(nóng)業(yè)科技成為雙方互惠互利的新亮點(diǎn)，中國的芭蕾、話劇和歌舞劇等走進(jìn)了美國的劇院和社區(qū)，中美婦女領(lǐng)導(dǎo)者交流與對話取得諸多成果，美國常青藤高校與中國高校在華實(shí)施青年聯(lián)合社會實(shí)踐活動。還有眾多美國教練在中國的籃球、棒球、壘球和跆拳道等運(yùn)動隊(duì)任教。中美各領(lǐng)域人文交流蓬勃發(fā)展，成就喜人。TClean energy and agricultural science and technology have become the new highlights of mutually beneficial cooperation between our countries.Chinese ballet, drama and opera have entered American theaters and communities.The China-US Women's Leadership Exchange and Dialogue(Women-LEAD)has been very fruitful.America's Ivy League colleges are working with Chinese universities to implement the Youth RME Partnership Program in China.Many American sports professionals are in China coaching basketball, baseball, softball and tae kwon do teams.People-to-people exchange in various fields is flourishing and bearing rich fruits.這里，我不由想起一位來自紐約的NBA明星馬布里。3月30日，他所效力的北京男子籃球隊(duì)贏得該隊(duì)27年歷史上首個CBA總決賽冠軍，馬布里是奪冠的最大功臣。據(jù)說，觀看那場比賽的中國電視觀眾超過8000萬，我也是其中一員。馬布里一夜之間成為北京市民心中的城市英雄。馬布里說自己有個“北京夢”，而這個夢已經(jīng)成真。他已擁有上千萬的中國粉絲，不僅獲得北京市長授予獨(dú)一無二的“長城友誼獎”，還在中國擁有了自己的球鞋品牌。馬布里的“北京故事”和姚明的“美國故事”告訴我們，人文交流能夠跨越文化的差異和社會制度的隔閡，具有旺盛的生命力。On such an occasion, I could not help but mention an NBA star from New York, Stephon Marbury.He now plays for the men's basketball team of Beijing.On March 30, his team won the Chinese Basketball Association(CBA)champion for the first time in the team's 27 years of history, and it was Marbury who contributed the most to the win.I was one of over 80 million viewers in China believed to have watched the match on TV.Marbury became a hero for locals in Beijing overnight.He once mentioned his “Beijing dream”, and now his dream has come true.He has over ten million fans in China and won the one and only “Great Wall Friendship Award” given by the Beijing mayor.In addition, Marbury has his own sports footwear brand in China.The “Beijing story” of Marbury and the “American story” of Yao Ming tell us that people-to-people exchange has such exuberant vitality that it can bridge cultural differences and close gaps between different social systems.當(dāng)前中美關(guān)系正處在一個承前啟后的關(guān)鍵時(shí)刻。由于社會制度、文化傳統(tǒng)、發(fā)展階段的不同，兩國難免有這樣那樣的猜忌、疑惑，甚至隔閡，但這些都不應(yīng)成為合作的障礙。風(fēng)物長宜放眼量。面對共同的挑戰(zhàn)與責(zé)任，唯有增信釋疑、求同存異才是正確選擇，唯有包容理解、平等合作才能互利共贏。正是基于這種考慮，在兩國元首的重要共識和鼎力支持下，國務(wù)卿女士和我共同創(chuàng)立了中美人文交流機(jī)制。China-US relationship is currently at a crucial time when we must build on past achievements and set the course for future development.Due to our different social systems, cultural traditions and development stages, suspicions, doubts or even misgivings between us are sometimes inevitable.Yet they should never be an obstacle to cooperation.We should “range far our eye over long vistas.” Faced with common challenges and responsibilities, the right thing to do is to enhance trust, dispel misgiving, seek common ground and reserve differences.Only inclusiveness, understanding, equality and cooperation will lead to win-win progress.It is based on these considerations and with the important agreement and full support of our presidents that Madam Secretary and I established the consultation mechanism.我們欣喜地看到，人文交流注重挖掘民間合作潛力，拉近了兩國人民的距離，深化了彼此的了解，化解著某些偏見。We are pleased to see that people-to-people exchange has focused on tapping the potential of cooperation between our peoples.As a result, our peoples feel closer to each other, mutual understanding has deepened and some bias is fading away.A constructive and cooperative spirit is growing between the two nations.一種“己欲立而立人，己欲達(dá)而達(dá)人”的建設(shè)性合作精神正在培育生長，“潤物細(xì)無聲”地為中美關(guān)系厚植民意基礎(chǔ)，使兩國人民的友誼更上一層樓。As an ancient Chinese saying goes, “If one wishes to be established, one should see to it that others are established, and if one wishes to be successful, one should see to it that others are successful.” This spirit of cooperation, like silent and nourishing rain of spring, helps build firm public support for China-US relations and cement the friendship between our two peoples.我贊同國務(wù)卿女士最近在演講中指出的，兩國各個地方、各行各業(yè)的公民都在打造和推動著雙邊關(guān)系。發(fā)揮他們的才干、創(chuàng)意和能量，將使美中關(guān)系更加深入持久，遠(yuǎn)遠(yuǎn)超出兩國政府單憑自己的力量所能做到的。人文交流極大豐富了中美關(guān)系的內(nèi)涵，使兩國關(guān)系更具韌性、更富活力，得以經(jīng)受住種種考驗(yàn)。I agree with what Madam Secretary said in her recent speech that “across both of our countries, citizens of all kinds shape and pull and add to this relationship” and that “engaging their talents, ideas and energies makes the China-US relationship far deeper and more durable than anything our governments could do on our own.” People-to-people exchange has greatly enriched the content of China-US relationship and has made our relations more resilient, vigorous and durable in face of various challenges.也因此，人文交流高層磋商機(jī)制同戰(zhàn)略與經(jīng)濟(jì)對話機(jī)制相輔相成、相得益彰，人文交流與政治互信、經(jīng)貿(mào)合作一起，構(gòu)成了中美關(guān)系的三大支柱。This is precisely what makes the mechanisms of the CPE and the S&ED supplement and bring out the best of each other.People-to-people exchange, political mutual trust, and economic and trade cooperation have become the three pillars of China-US relationship.1971年“乒乓外交”以來的歷史表明，中美交往的閘門一旦打開，人民間的往來便勢不可擋，從涓涓細(xì)流發(fā)展成澎湃江河。人民是推動中美關(guān)系的真正動力，是創(chuàng)造歷史的主角！What we have seen since the Ping-Pong Diplomacy of 1971 is a stream of unstoppable exchanges between our peoples growing into a surging river once the gate is open.People are the true force pushing China-US relationship forward and the true hero of history.國務(wù)卿女士，Madam Secretary,女士們，先生們，朋友們，Ladies and Gentlemen,Dear friends,老子說，“道生一，一生二，二生三，三生萬物”。經(jīng)過三輪中美人文交流高層磋商的成功運(yùn)行，我們有理由相信，中美人文交流的道路會越走越寬，發(fā)展前景會更加廣闊。我們要鞏固成果，深化前行，進(jìn)一步夯實(shí)中美友好的社會和民意基礎(chǔ)。這里我愿提出三點(diǎn)倡議：As the ancient Chinese philosopher Lao Zi put it, “The Tao produced One;One produced Two;Two produced Three;Three produced All Things.” With the success of three rounds of consultation, we have every reason to expect greater possibilities and broader prospects for people-to-people exchange.We need to consolidate what we have achieved, seize the opportunity to forge ahead and further solidify the foundation of popular support for our friendship.Here I would like to make the following three proposals.第一，讓我們共同努力，推動人文交流縱深發(fā)展，使之更好地服務(wù)于中美構(gòu)建21世紀(jì)新型大國關(guān)系的歷史任務(wù)。First, we should work together to deepen people-to-people exchange and let it better serve the historical task of shaping the China-US relationship into a new type of relations between major countries in the 21st century.2011年1月，胡錦濤主席和奧巴馬總統(tǒng)就中美共同建設(shè)相互尊重、互利共贏的合作伙伴關(guān)系達(dá)成重要共識，為中美關(guān)系的未來指明了方向。In January 2011, President Hu Jintao and President Barack Obama reached important agreement on building a cooperative partnership based on mutual respect and mutual benefit, charting the course for the development

of China-US relations.今年2月，習(xí)近平副主席訪美期間，就如何實(shí)現(xiàn)這一目標(biāo)，提出兩國要攜手走出一條大國間和諧相處、良性競爭、合作共贏的新型道路。While visiting the United States in February this year, Vice President Xi Jinping pointed out that to realize this objective, our two countries should work together to open a new path of relationship between major countries featuring harmonious coexistence, sound competition and win-win cooperation.國務(wù)卿女士最近也說過，要尋找一個古老問題的新答案，書寫一個守成大國和新興大國相遇時(shí)，與過去截然不同的未來。Madam Secretary, you said recently that we are now trying to find a new answer to an ancient question of what happens when an established power and a rising power meet, and to write a future that is entirely different from the past.建設(shè)新型大國關(guān)系是中美關(guān)系史乃至國際關(guān)系史上一項(xiàng)創(chuàng)舉。Building a new type of relationship between major countries is a pioneering undertaking in both the history of China-US relations and the history of international relations.只有登高望遠(yuǎn)，著眼大局，尊重各國對自身發(fā)展道路的選擇，切實(shí)尊重彼此核心利益和重大關(guān)切，堅(jiān)持不懈地增進(jìn)戰(zhàn)略互信，妥善處理分歧和敏感問題，才能實(shí)現(xiàn)合作共贏，推動中美關(guān)系健康穩(wěn)定向前發(fā)展。Only by standing higher, taking a long-term and overall perspective, appreciating each other's development paths, earnestly respecting each other's core interests and major concerns, unswervingly increasing strategic mutual trust and handling differences and sensitive issues appropriately can we achieve win-win cooperation and keep China-US relations on the track of sound and steady development.目前，兩國正通過加強(qiáng)戰(zhàn)略溝通、深化經(jīng)貿(mào)合作等多種渠道不斷探索。國之交在于民相親，人文交流理應(yīng)在構(gòu)建新型大國關(guān)系中展現(xiàn)獨(dú)特優(yōu)勢、發(fā)揮更大作用。Currently, our two countries are exploring various channels such as strengthening strategic communication and deepening economic and trade ties.Amity between people holds the key to sound relations between states.People-to-people exchange naturally has unique advantages and a bigger role to play in building a new type of relations between major countries.第二，讓我們共同努力，進(jìn)一步充實(shí)中美人文交流的內(nèi)涵，使之“源頭活水”不斷、“細(xì)水長流”永遠(yuǎn)。機(jī)制的成功運(yùn)行，為中美人文交流持久發(fā)展奠定了基礎(chǔ)、積累了經(jīng)驗(yàn)。Second, we should work together to enrich the content of China-US people-to-people exchange, adding fresh ideas and sustaining its growth for the long run.The success of the CPE has laid the foundation and accumulated experience for the sustainable development of China-US people-to-people exchange.“問渠哪得清如許，為有源頭活水來”。只有與時(shí)俱進(jìn)，充實(shí)新內(nèi)容，豐富新形式，人文交流的長河才會源源不斷、滾滾向前。As a poem reads, “Why is the water so clear in the pool? 以心相交，方能成其久遠(yuǎn) ——中美人文交流不斷取得新進(jìn)展

又是一個繁花似錦、生機(jī)盎然的春季。

5月3日至4日，第三輪中美人文交流高層磋商將在北京舉行。國務(wù)委員劉延?xùn)|與美國國務(wù)卿希拉里·克林頓將共同出席并主持會議。

當(dāng)今世界，人文交流是國與國關(guān)系中極為重要的橋梁和渠道，也是國與國關(guān)系深化發(fā)展的不竭動力。中美人文交流高層磋商機(jī)制的建立、發(fā)展，為加強(qiáng)兩國人文交流構(gòu)建了新的平臺，開啟了中美關(guān)系的新篇章。

建立人文交流高層磋商機(jī)制是中美關(guān)系史上的創(chuàng)舉

40年前，中美兩國具有遠(yuǎn)見卓識的政治家們重新開啟了兩國關(guān)系的大門，“乒乓外交”實(shí)現(xiàn)了“小球轉(zhuǎn)動大球”，打破了兩國關(guān)系的堅(jiān)冰。

40年來，中美關(guān)系不斷向前發(fā)展，取得了歷史性成就，給兩國和兩國人民帶來福祉，也有力地維護(hù)和促進(jìn)了亞太乃至全世界的和平、穩(wěn)定與繁榮。中美關(guān)系已成為當(dāng)今世界最重要、最富活力和潛力的雙邊關(guān)系之一。目前，雙邊貿(mào)易額已達(dá)4400多億美元，中美之間的合作幾乎覆蓋所有領(lǐng)域。兩國人民往來頻繁，每天有幾千人飛越太平洋。中國有超過3億人在學(xué)習(xí)英語，在讀的留美學(xué)生15萬人以上；美國有近1000所高校開設(shè)了中文課，有超過2萬名學(xué)生在中國留學(xué)，學(xué)習(xí)漢語的學(xué)生突破20萬……

中美日益活躍的民間往來和文化交流，對深化人文交流提出新的要求。當(dāng)前，國際形勢發(fā)生著復(fù)雜深刻變化，任何國家都難以獨(dú)善其身、單獨(dú)應(yīng)對。作為世界上最大的發(fā)展中國家和最大的發(fā)達(dá)國家，中美協(xié)調(diào)合作已成為解決諸多地區(qū)熱點(diǎn)和全球性問題不可或缺的重要環(huán)節(jié)，中美關(guān)系越來越成為具有全局影響的全球戰(zhàn)略關(guān)系。

過去40年，中美關(guān)系的發(fā)展超出了人們預(yù)期，雖歷經(jīng)風(fēng)雨卻始終向前發(fā)展。但是由于兩國歷史文化、發(fā)展階段、社會制度的不同，加之交往交流不夠，因此存在某些疑慮、隔閡和偏見、摩擦，需要通過持續(xù)、廣泛的人文交流，通過增進(jìn)包容理解，加強(qiáng)友好互信。人文交流是百年大計(jì)，民眾的廣泛支持是國家關(guān)系穩(wěn)定發(fā)展的社會基礎(chǔ)，需要雙方登高望遠(yuǎn)，立足全局，相互尊重，交流互鑒，采取積極態(tài)度和務(wù)實(shí)舉措，把人文交流提高到一個新水平。

在這種背景下，經(jīng)中方倡議，從2009年開始，短短幾年內(nèi)，中美人文交流高層磋商機(jī)制就邁出了堅(jiān)實(shí)步伐：

2009年11月，胡錦濤主席與奧巴馬總統(tǒng)從戰(zhàn)略和全局的高度出發(fā)，作出了建立中美人文交流機(jī)制的重大決策。這是兩國政府在教育、科技、文化、婦女、青年和體育等領(lǐng)域最高級別的交流與合作機(jī)制，是中美關(guān)系史上的重大創(chuàng)舉。

2010年5月，中美雙方在北京共同啟動了中美人文交流高層磋商機(jī)制，劉延?xùn)|國務(wù)委員和克林頓國務(wù)卿擔(dān)任雙方主席，舉行首輪磋商。

中美人文交流高層磋商機(jī)制的建立，對夯實(shí)中美兩國共同建設(shè)相互尊重、互利共贏的合作伙伴關(guān)系的社會基礎(chǔ)和民意基礎(chǔ)具有重要意義。

人文交流是人與人的交流，心與心的交流。人們還記得，2011年4月，劉延?xùn)|赴美與克林頓共同主持召開第二輪中美人文交流高層磋商時(shí)，拿出一幅裝幀好的老照片，講了一個感人的故事。那是在抗日戰(zhàn)爭期間，劉延?xùn)|的父親是淮北根據(jù)地領(lǐng)導(dǎo)人之一，所率部隊(duì)營救了一位名叫瓦特的美國飛行員，為此中方犧牲了3位戰(zhàn)士。這張照片就是她父親和其他戰(zhàn)友在戰(zhàn)機(jī)下和瓦特的合影。

劉延?xùn)|把這張珍貴的照片贈送給克林頓?？肆诸D說：“您父親和瓦特的合影令我十分感動，我會懷著崇敬的心情，將它掛在我的辦公室，每當(dāng)看到它，我就會想起兩國人民幾十年來的友誼?！?/p>

在劉延?xùn)|那次訪美時(shí)，紀(jì)錄片《飛虎情緣》首映式也在中國駐美使館舉行。該片由中國人民對外友好協(xié)會和中國友好和平發(fā)展基金會聯(lián)合監(jiān)制，真實(shí)生動地記錄了美國飛虎隊(duì)飛行員格倫·本尼達(dá)與中國人民“60天情，60年緣”的感人經(jīng)歷，充分展現(xiàn)了中美兩國友好合作的歷史。

這段往事，從一個側(cè)面反映了中美友好源遠(yuǎn)流長。中美幾代人共同播撒的友誼種子，正在生根發(fā)芽，展示出蓬勃生機(jī)與活力。

即將舉行的第三輪高層磋商，中美雙方會力爭在人文交流方面形成新共識，采取新舉措，開創(chuàng)新局面，從而為中美關(guān)系注入新動力。人文交流，已經(jīng)被提高到一個新的水平，和政治互信、經(jīng)貿(mào)合作一起，成為新時(shí)期促進(jìn)中美關(guān)系穩(wěn)定發(fā)展的三大支柱。

人文交流項(xiàng)目不斷取得新突破新進(jìn)展

2011年7月19日至8月1日，“中國基礎(chǔ)教育卓越校長、卓越教師培養(yǎng)基地”80名學(xué)員零距離貼近美國。這些校長學(xué)員親眼所見、親耳所聞，讓他們對美國教育有了更進(jìn)一步的解讀和思考：

伊利諾伊州理科高中的學(xué)生，把精力和時(shí)間主要花在課題研究、準(zhǔn)備課堂上討論的觀點(diǎn)及素材和自己的興趣愛好上;

菲利普斯·?？巳聦W(xué)校的“圓桌教學(xué)”已歷經(jīng)80年的研究實(shí)踐，在所有學(xué)科中有效展開;

托馬斯·杰弗遜理科高中重視精英人才的培養(yǎng)，學(xué)生在某一志趣學(xué)科中所學(xué)知識的深度與廣度達(dá)到了很高水平;

……

這些校長的美國之旅，是中美人文交流“500名大中小學(xué)校長和教師赴美研修計(jì)劃”的首個項(xiàng)目。

赴美研修計(jì)劃正是第二輪中美人文交流高層磋商教育領(lǐng)域重要成果之一。

在去年的磋商機(jī)制會上，中美雙方在教育、科技、文化、體育、婦女和青年等6大領(lǐng)域形成41項(xiàng)重要成果。截至今年3月下旬，已有33項(xiàng)得到落實(shí)，其他幾項(xiàng)也在積極推進(jìn)。

教育交流是中美人文交流的重要組成部分，對促進(jìn)相互理解和友誼發(fā)揮著特殊作用。兩國合作設(shè)立了一系列項(xiàng)目，推動了教育領(lǐng)域的交流不斷發(fā)展。

第二輪中美人文交流高層磋商期間，中方宣布實(shí)施“三個一萬”項(xiàng)目，即繼續(xù)執(zhí)行“公派萬名學(xué)生赴美攻讀博士學(xué)位”和“漢語橋”萬人來華研修項(xiàng)目，新設(shè)1萬個中美人文交流專項(xiàng)獎學(xué)金名額。這是雙方深化中美人文交流的切實(shí)舉措，有力地促進(jìn)了中美兩國學(xué)生和教育工作者的交流，也使兩國民眾直接受益。

美方推出“十萬人留學(xué)中國計(jì)劃”，即2010至2013年，派遣10萬美國人到中國學(xué)習(xí)。這是美方在中美人文交流機(jī)制框架下實(shí)施的重要教育項(xiàng)目。

截至目前，“公派萬名學(xué)生赴美攻讀博士學(xué)位”項(xiàng)目共派出人員4000多名，“漢語橋”萬人來華研修項(xiàng)目共資助人員7000多名?！笆f人留學(xué)中國計(jì)劃”初見成效，2011年美國在華學(xué)習(xí)人數(shù)達(dá)到2.3余萬人次，比上年增加18.4%。

隨著中美人文交流合作領(lǐng)域的不斷擴(kuò)大和深入，合作內(nèi)容不斷豐富。在科技、文化、體育、婦女和青年等領(lǐng)域，中美挖掘各自的優(yōu)勢和特色，合作組織開展了許多極具亮點(diǎn)的活動。

在科技領(lǐng)域，為應(yīng)對關(guān)系人類前途命運(yùn)的共同挑戰(zhàn)，部分中美高校成立聯(lián)合實(shí)驗(yàn)室，如清華大學(xué)和麻省理工學(xué)院等高校建起低碳能源大學(xué)聯(lián)盟，為應(yīng)對全球氣候變化提供科研平臺。首屆中美青年科技論壇在北京成功召開，中美科技主題工作組成立，中美青年科學(xué)家交流計(jì)劃順利開展。

在文化領(lǐng)域，中國文化系列活動在美產(chǎn)生巨大影響，“歡樂春節(jié)”品牌活動和民間文化交流更加深入美國社會，兩國博物館加大互展交流活動，兩國文化機(jī)構(gòu)間的機(jī)制化合作得到加強(qiáng)。

在體育領(lǐng)域，“乒乓外交”40周年紀(jì)念活動在中美兩國成功舉行，武術(shù)和氣功健身推廣活動受到美方歡迎，兩國奧委會和籃球、足球交流活動亮點(diǎn)突出。

在婦女領(lǐng)域，“中美婦女領(lǐng)導(dǎo)者交流與對話”進(jìn)一步深化雙方相互了解和友誼，中美婦女高層交流借多邊會議得到加強(qiáng)，與美有關(guān)部門合作取得積極進(jìn)展。

在青年領(lǐng)域，中美青年領(lǐng)導(dǎo)者交流項(xiàng)目取得新進(jìn)展，中美青年聯(lián)合社會實(shí)踐項(xiàng)目在華試點(diǎn)實(shí)施，中美青年思想者圓桌會議推動中美青年精英交流。

這些活動，為中美關(guān)系向前發(fā)展注入新的活力，為兩國人民帶來更多福祉。

搭建起兩國人民之間心與心溝通的橋梁

2011年，來自美國45個州的635名中小學(xué)校長及教育官員參加了“漢語橋——美國中小學(xué)校長訪華之旅”。孔子學(xué)院總部為美國校長們安排了豐富多彩的中國教育文化體驗(yàn)活動。他們深入大中小學(xué)，觀摩課堂，與中國師生和教育工作者進(jìn)行互動交流，親身體驗(yàn)改革開放以來中國社會的巨大變化和中國教育蓬勃發(fā)展的現(xiàn)狀。

“漢語橋訪華團(tuán)開拓了我的眼界，使我認(rèn)識到中國在21世紀(jì)的主導(dǎo)作用。中美間的教育合作伙伴關(guān)系將使兩國從彼此的文化和資源中獲益?！泵绹R薩諸塞州威頓學(xué)院副校長蓋爾·伯森這樣表示，“我希望從幼兒園到大學(xué)的所有教育工作者能夠抓住這一機(jī)遇，積極參與這一潮流，最終必將使中美兩國之間形成積極、穩(wěn)定的關(guān)系。”

人文交流只有讓民眾成為主體，才能富有活力、持續(xù)發(fā)展。在中美人文交流過程中，中美兩國政府都注重讓民眾作為交流對話的主體，通過人民之間的自由交流和對話，逐步尋求相互的理解，積極構(gòu)建全民參與的交流大舞臺。

除了中小學(xué)校長之外，孔子學(xué)院總部還組織了“漢語橋——美國高中學(xué)生夏令營”、“漢語橋——孔子學(xué)院獎學(xué)金”、培訓(xùn)美國本土漢語教師等活動。這些活動在兩國人民，特別是青年群體中產(chǎn)生了積極影響。成千上萬中美民眾由此相知相識，互尊互信。真情的交流與對話，搭建起一座座心與心溝通的橋梁。

北京大學(xué)國際關(guān)系學(xué)院副院長賈慶國說，只要有心，世界上沒有任何東西，能夠阻擋人與人之間平等和善意的交往。正是這種交往使得中美兩國人民有可能逐漸了解和認(rèn)識對方，并在此基礎(chǔ)上建立了越來越廣泛和深厚的聯(lián)系，成為中美發(fā)展合作的基礎(chǔ)和動力。

漢語是一門古老而充滿魅力的語言，承載著中華民族5000年歷史和文化。隨著中美交往日益增多，學(xué)習(xí)漢語越來越被美國社會所重視。2011年訪問過中國的美國佩頓中學(xué)學(xué)生艾利克·林霍姆學(xué)漢語已經(jīng)3年，他說，在佩頓中學(xué)，學(xué)習(xí)漢語是學(xué)生們共同的“時(shí)尚”。“這次來中國，是一次震撼心靈的收獲之旅。上大學(xué)之后，我要利用假期再來中國。”艾利克·林霍姆用流利的漢語，滿懷期待地說，“我相信，我的未來一定會與中國有關(guān)?！?/p>

2012年是中美人文交流高層磋商機(jī)制工作啟動的第三個年頭，也是中美人文交流繼往開來的關(guān)鍵之年。清華大學(xué)中美關(guān)系研究中心副主任趙可金說：“中美人文交流要努力打造政府主導(dǎo)、教科文體多方參與的工作格局，不斷吸引更多民眾參與交流對話?！?/p>

“人之相知，貴在知心”，“以心相交，方能成其久遠(yuǎn)”。相信第三輪中美人文交流高層磋商，必將使兩國人文交流基礎(chǔ)更加牢固、內(nèi)涵更加豐富、覆蓋更加廣泛、主體更加多元，從而實(shí)現(xiàn)人文交流健康、穩(wěn)定、可持續(xù)發(fā)展，進(jìn)一步加強(qiáng)人文交流在新時(shí)期中美關(guān)系中的重要支柱地位。
